The rule
The PlayStation code must be redeemed on an account from the country or region shown on the package. That matters most for imported copies, gifts bought abroad, and players whose PlayStation account region differs from where they currently live.
Rockstar says Xbox Series X|S codes are not region-locked. This is a platform-voucher difference, not a restriction on where the finished game may be played after a valid redemption.
Before you buy
Check the package region and match it to your PlayStation account. If you are unsure, buy from a retailer in the same market as your account rather than importing a cheaper copy.
